Local4Global Policy Group
Terms of Reference (agreed 21 November 2008)
Local4Global is the regional response to DFID's Enabling Effective Support (EES) initiative in London and South East England. A five-year plan for 2008-2013 has been approved.
DFID seeks strategic management and development of the EES initiative from stakeholders in the wider education system. Local4Global has a Policy Group which meets four times a year and meets as an extended Policy Group twice a year.
Purpose
The purpose of the Policy Group is to be involved in strategic decision making of Local4Global. Each meeting will have a focus to tie in with the reporting and annual submission requirements to DFID on the financial year and the academic year for the evaluation framework.
Policy Group (six meetings per year including the extended group)
The Policy Group with eight members represents a range of stakeholders:
• Heads and teachers in schools
• Course leaders in ITE institutions
• Local authorities
• National bodies
• Voluntary sector
Policy Group - Extended (two meetings a year)
The extended group represents the range of stakeholders as outlined above with additions from further sub-categories of stakeholders. On occasion these meetings of the Policy Group will be split into interest groups and/or sub-regional groups.
The initial Policy Group has been formed by invitation and for two years. One function of the Policy Group will be to recommend suitable individuals for appointment to the group in future.
Core terms of reference
• to provide an enriched education context for the Local4Global strategy;
• to ensure significant stakeholder views and advice are considered;
• to work with the Implementation Team to ensure that the objectives are realised;
• to review progress, receive reports and comment on recommended actions;
• to identify opportunities to expand reach and effectiveness;
• to provide a two-way communications link and a route for consultation with wider stakeholder groups;
• to raise the profile of DFID, Local4Global and the global dimension in member organisations and networks
• to inform and advise DFID and its consultants;
• leading to Global Dimension activity which is high quality, effective and achieves positive change;
• a quorum would be four members not including the Implementation Team.
Suggested inputs
• Implementation Team to inform the Policy Group of current activities and initiatives;
• to utilise the Policy Group member's expertise to support and develop the approaches and activities;
• to consider evaluation reports to inform ourselves and others.
Suggested outputs
• reports and presentations by members on relevant activities and trends;
• reports and presentations by the Implementation Team concerning the approaches and activities;
• guidance for Local4Global on specific approaches and activities.
